Example: A motor carrier operating four tractors, eight trailers and nine straight trucks has a fleet size of 21 commercial motor vehicles and pays $806.00.
If you operate a truck or bus in interstate or international commerce, the federal Unified Carrier Registration Agreement (UCR) applies to your business.
If you offer services as a freight forwarder, broker or leasing company and you make arrangements for the transportation of cargo and goods in interstate or international commerce, the federal Unified Carrier Registration Agreement (UCR) applies to your business.
The UCR requires individuals and companies that provide freight forwarding, brokering or leasing services in interstate or international commerce to register their business with the State of Minnesota and pay an annual fee of $39.00. The revenues generated will be used for enforcement of motor carrier safety programs.
As a Minnesota Carrier, you are required to use Minnesota as your base state for the Unified Carrier Program. In filing your 2008 application, you have the following options:
The preferred method and the highly recommended one is that you register in the national UCR on-line system hosted by the Indiana Department of Revenue. Go to www.ucr.in.gov and follow the step by step instructions. Payments may be made on-line using MasterCard, Visa or e-Check.
You may also complete the attached UCR Application and figure your UCR Fees for 2008. Your check should be made payable to “Minnesota Commissioner of Transportation” and mail it to the Minnesota Department of Transportation at the address below.

IMPORTANT NOTICE: If you operated in 2007 and did not register in the UCR, you must pay both your 2007 and 2008 UCR fees to avoid possible enforcement action.
