Yesterday, Congressmen Hanna (R-N.Y.), Rice (R-S.C.), and Michaud (D-Maine) introduced HR 3413, legislation that would stay the restart provisions of the new hours of service rule until the Government Accountability Office completes a full assessment of the data and rationale the agency used in issuing its rule. In introducing the bill, Congressman Hanna stated that, "It is wrongheaded for the federal government to impose an arbitrary and capricious regulation that impacts almost every sector of the American economy without first finishing a study on its effectiveness. Federal agencies should have an obligation to prove that new rules and regulations do not cause more harm than good — in terms of both safety and costs.” MTA strongly supports the legislation and will be reaching out to MTA members for support in attracting additional cosponsors of the bill.
